The mission of Norwalk Economic Opportunity Now, Incorporated (NEON) is as follows:

“To provide economically disadvantaged residents of the greater Norwalk area with the range of community, social, economic development and emergency assistance services needed to enhance the quality of life, increase self-sufficiency and reduce the incidence of poverty.”

NEON has worked in support of this mission since 1965. Over the past forty three years, NEON has efficiently and effectively used its limited resources to provide low-income, working residents with affordable quality child care, employment training and job placement assistance, early childhood education through Head Start and other programs, and youth development and recreation services.

NEON is one of twelve community action agencies designated by the State of Connecticut to provide community development and emergency assistance services to economically disadvantaged persons residing in the greater Norwalk area.

Over the years, we have developed and operated a variety of programs populations within our service area. Our services address the needs of the greatest extent possible with other area services. Our programs currently reach thousands of eligible clients annually. We are funded through grants from the federal, state, municipal and private sectors that range in amounts from hundreds to millions of dollars.

While most of our services are based within Norwalk, we also work with agencies in the surrounding areas to provide energy assistance, eviction prevention and other social services to residents in our total catchment area. Through our facility in Waterbury, CT, we operate a Women & Children’s Halfway House to provide services to transition women from prison back into society.
